Born in Asingan, Pangasinan in 1962, he is a product of the best that the public school system has to offer. He completed his high school at the Quezon City Science High School, and went on to the University of the Philippines Diliman to study Mechanical Engineering where he was both in the President's and Dean's List.

However, the call of the armed service was too irresistible and he continued his studies at the Philippine Military Academy where he graduated class valedictorian and summa cum laude. He holds the distinction of being one of the three most awarded cadets since 1905. And to top it all, he holds the current record of having the highest overall average (96.126%) in PMA history. His education did not end there for he took up masteral studies at the MLQU and a master in management at the Asian Institute of Management.

This fellow has held important positions in the PNP hierarchy: Commanding Officer, District Commander, Aide de Camp to FVR, Assistant Director for Operations of CIDG, Chief of Anti-Organized Crime Division of CIDG, etc.

He is a decorated police officer having been conferred the Presidential Medal of Merit, Bronze Cross Medal, Purple Heart, United Nations Medal, etc. Did you know that our guest speaker led the rescue team of American Michael Barnes who was kidnapped by the Red Scorpion Gang in 1992?
